Engaged by Quinn Residences to transform an unfinished community left behind by the Global Financial Crisis, Placewell coordinated the design of 20 home plans inspired by the architectural character of Georgia's Covington Historic District and guided the approval and delivery of 82 homes, before completing the remaining 16 homes for Rivermoore Homes.
Historic Preservation & Design Approvals
Engaged by Quinn Residences to revive Dorchester Place — a distressed community in the heart of the Covington Historic District that had stalled since the downturn — Placewell undertook one of its most complex design and entitlement challenges to date. The Covington Historic Preservation Commission (HPC) required a certificate of appropriateness (CoA) for each individual house design on each of the 82 lots owned by Quinn Residences, within a community that faced significant resistance from existing and neighboring residents protective of the historic character of the area. Working alongside zoning attorney Stephen Jones of McKagen Jones and architect Paul Labuz of We Plan Homes, Placewell led the full design and approval process — creating 20 unique, historically accurate house designs that met the City of Covington's heritage guidelines and ultimately earned the support of both City planning staff and the HPC. Detailed architectural renders by J+E Renderings were central to building the case at each public HPC hearing. Placewell also coordinated the procurement of individual land disturbance permits (LDPs) for each lot, managing the sequential permitting process across all 98 homes to keep construction on schedule.

Landscape, Streetscape & Construction Close-Out
In addition to securing all design approvals, Placewell provided landscape and garden designs for each individual home — creating a diverse and considered streetscape that respected the historic character of the district while giving each residence its own identity. Planting schemes were tailored lot by lot to avoid repetition and enhance the overall visual quality of the community, with Unlimited Landscape engaged as landscaping contractor to install all garden works. New open space and park improvements were also delivered across the community as part of the broader revitalisation. Throughout construction, Placewell coordinated the certificate of occupancy (CO) process for each home — liaising with the City of Covington to track inspections, resolve outstanding items, and ensure timely CO issuance lot-by-lot as Rivermoore Homes completed each residence.


Following the successful delivery of the Quinn Residences program, Placewell was separately engaged by Rivermoore Homes — the builder of the 82 Quinn homes and acquirer of the remaining 16 lots not purchased by Quinn — to secure certificates of appropriateness for a further four house designs. The final 16 homes are now under construction, completing the full build-out of Dorchester Place and the transformation of a long-distressed community into a thriving, historically sensitive neighborhood.
